一、堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現代化的重大意義和總體要求

二、堅持和完善黨的領導制度體系,提高黨科學執政、民主執政、依法執政水平

中(zhong)國共產黨領(ling)(ling)(ling)導是(shi)中(zhong)國特(te)色(se)社(she)會(hui)(hui)主義最(zui)本質的(de)(de)(de)特(te)征,是(shi)中(zhong)國特(te)色(se)社(she)會(hui)(hui)主義制度的(de)(de)(de)最(zui)大(da)優勢,黨是(shi)最(zui)高政治領(ling)(ling)(ling)導力量。必須堅持黨政軍(jun)民學、東西南(nan)北中(zhong),黨是(shi)領(ling)(ling)(ling)導一切的(de)(de)(de),堅決(jue)維護黨中(zhong)央權威(wei),健(jian)全總攬(lan)全局、協調各(ge)方的(de)(de)(de)黨的(de)(de)(de)領(ling)(ling)(ling)導制度體系,把黨的(de)(de)(de)領(ling)(ling)(ling)導落實(shi)到國家治理各(ge)領(ling)(ling)(ling)域各(ge)方面各(ge)環節。

建設(she)(she)中(zhong)國(guo)特(te)色(se)社會(hui)主(zhu)義法(fa)(fa)治(zhi)(zhi)(zhi)體(ti)系(xi)、建設(she)(she)社會(hui)主(zhu)義法(fa)(fa)治(zhi)(zhi)(zhi)國(guo)家(jia)是堅持(chi)和發展(zhan)中(zhong)國(guo)特(te)色(se)社會(hui)主(zhu)義的內(nei)在要求。必須堅定不移走中(zhong)國(guo)特(te)色(se)社會(hui)主(zhu)義法(fa)(fa)治(zhi)(zhi)(zhi)道路(lu),全(quan)(quan)面推(tui)(tui)(tui)(tui)進依(yi)法(fa)(fa)治(zhi)(zhi)(zhi)國(guo),堅持(chi)依(yi)法(fa)(fa)治(zhi)(zhi)(zhi)國(guo)、依(yi)法(fa)(fa)執政、依(yi)法(fa)(fa)行政共同推(tui)(tui)(tui)(tui)進,堅持(chi)法(fa)(fa)治(zhi)(zhi)(zhi)國(guo)家(jia)、法(fa)(fa)治(zhi)(zhi)(zhi)政府、法(fa)(fa)治(zhi)(zhi)(zhi)社會(hui)一體(ti)建設(she)(she),加快(kuai)(kuai)形(xing)(xing)成完備的法(fa)(fa)律(lv)規(gui)范(fan)體(ti)系(xi)、高效的法(fa)(fa)治(zhi)(zhi)(zhi)實施(shi)體(ti)系(xi)、嚴密的法(fa)(fa)治(zhi)(zhi)(zhi)監督體(ti)系(xi)、有力的法(fa)(fa)治(zhi)(zhi)(zhi)保障體(ti)系(xi),加快(kuai)(kuai)形(xing)(xing)成完善的黨內(nei)法(fa)(fa)規(gui)體(ti)系(xi),全(quan)(quan)面推(tui)(tui)(tui)(tui)進科學立法(fa)(fa)、嚴格執法(fa)(fa)、公(gong)正司法(fa)(fa)、全(quan)(quan)民守法(fa)(fa),推(tui)(tui)(tui)(tui)進法(fa)(fa)治(zhi)(zhi)(zhi)中(zhong)國(guo)建設(she)(she)。

(一)健全(quan)保證憲(xian)(xian)(xian)法(fa)(fa)(fa)全(quan)面實(shi)施(shi)的(de)體(ti)制機(ji)(ji)制。依(yi)法(fa)(fa)(fa)治國(guo)首先要堅持依(yi)憲(xian)(xian)(xian)治國(guo),依(yi)法(fa)(fa)(fa)執(zhi)政首先要堅持依(yi)憲(xian)(xian)(xian)執(zhi)政。加(jia)(jia)強(qiang)憲(xian)(xian)(xian)法(fa)(fa)(fa)實(shi)施(shi)和(he)監督,落實(shi)憲(xian)(xian)(xian)法(fa)(fa)(fa)解釋(shi)程序(xu)機(ji)(ji)制,推進合憲(xian)(xian)(xian)性審(shen)查工作,加(jia)(jia)強(qiang)備(bei)案審(shen)查制度(du)和(he)能力建設(she),依(yi)法(fa)(fa)(fa)撤(che)銷和(he)糾(jiu)正(zheng)違(wei)憲(xian)(xian)(xian)違(wei)法(fa)(fa)(fa)的(de)規范性文件。堅持憲(xian)(xian)(xian)法(fa)(fa)(fa)法(fa)(fa)(fa)律至上,健全(quan)法(fa)(fa)(fa)律面前人(ren)人(ren)平(ping)等(deng)保障機(ji)(ji)制,維護國(guo)家法(fa)(fa)(fa)制統一、尊嚴、權威,一切違(wei)反憲(xian)(xian)(xian)法(fa)(fa)(fa)法(fa)(fa)(fa)律的(de)行(xing)為都(dou)必須予以(yi)追究。

(二)完(wan)善(shan)立(li)法(fa)(fa)(fa)(fa)體(ti)制機制。堅持科學立(li)法(fa)(fa)(fa)(fa)、民主立(li)法(fa)(fa)(fa)(fa)、依法(fa)(fa)(fa)(fa)立(li)法(fa)(fa)(fa)(fa),完(wan)善(shan)黨(dang)委(wei)領導、人大主導、政府依托、各方參與的(de)立(li)法(fa)(fa)(fa)(fa)工作(zuo)格局,立(li)改廢釋(shi)并舉,不斷提(ti)高立(li)法(fa)(fa)(fa)(fa)質(zhi)量和效率。完(wan)善(shan)以憲法(fa)(fa)(fa)(fa)為核(he)心的(de)中國(guo)特色社會(hui)主義法(fa)(fa)(fa)(fa)律體(ti)系,加強重(zhong)要領域(yu)立(li)法(fa)(fa)(fa)(fa),加快我國(guo)法(fa)(fa)(fa)(fa)域(yu)外(wai)適用(yong)的(de)法(fa)(fa)(fa)(fa)律體(ti)系建設,以良(liang)法(fa)(fa)(fa)(fa)保障善(shan)治。

(三)健全(quan)社會(hui)公(gong)(gong)平正(zheng)義(yi)法(fa)(fa)治保(bao)障(zhang)制(zhi)度(du)(du)。堅(jian)(jian)持(chi)法(fa)(fa)治建設為了人民(min)(min)(min)、依靠人民(min)(min)(min),加強人權(quan)法(fa)(fa)治保(bao)障(zhang),保(bao)證人民(min)(min)(min)依法(fa)(fa)享有廣泛的權(quan)利(li)和自(zi)由、承擔(dan)應(ying)盡的義(yi)務,引(yin)導全(quan)體(ti)人民(min)(min)(min)做(zuo)社會(hui)主義(yi)法(fa)(fa)治的忠實(shi)崇尚者(zhe)、自(zi)覺遵守者(zhe)、堅(jian)(jian)定捍衛者(zhe)。堅(jian)(jian)持(chi)有法(fa)(fa)必依、執(zhi)(zhi)法(fa)(fa)必嚴、違法(fa)(fa)必究(jiu),嚴格規范公(gong)(gong)正(zheng)文明執(zhi)(zhi)法(fa)(fa),規范執(zhi)(zhi)法(fa)(fa)自(zi)由裁量權(quan),加大關系群眾(zhong)切身利(li)益(yi)的重(zhong)點領域執(zhi)(zhi)法(fa)(fa)力度(du)(du)。深化(hua)司(si)(si)法(fa)(fa)體(ti)制(zhi)綜合配套(tao)改革,完善(shan)審判制(zhi)度(du)(du)、檢察制(zhi)度(du)(du),全(quan)面落(luo)實(shi)司(si)(si)法(fa)(fa)責任制(zhi),完善(shan)律師制(zhi)度(du)(du),加強對司(si)(si)法(fa)(fa)活動的監督,確保(bao)司(si)(si)法(fa)(fa)公(gong)(gong)正(zheng)高效權(quan)威,努力讓人民(min)(min)(min)群眾(zhong)在(zai)每一(yi)個司(si)(si)法(fa)(fa)案(an)件中感受到公(gong)(gong)平正(zheng)義(yi)。

(四)加(jia)(jia)強(qiang)對(dui)法(fa)(fa)(fa)(fa)律實(shi)施的(de)監督。保(bao)證行(xing)政權(quan)、監察(cha)權(quan)、審(shen)判權(quan)、檢察(cha)權(quan)得到(dao)(dao)依法(fa)(fa)(fa)(fa)正確行(xing)使(shi),保(bao)證公(gong)民(min)、法(fa)(fa)(fa)(fa)人(ren)和其他(ta)組織合法(fa)(fa)(fa)(fa)權(quan)益得到(dao)(dao)切實(shi)保(bao)障,堅決排(pai)除對(dui)執法(fa)(fa)(fa)(fa)司(si)法(fa)(fa)(fa)(fa)活動的(de)干(gan)預(yu)。拓(tuo)展公(gong)益訴(su)訟案(an)件范圍(wei)。加(jia)(jia)大對(dui)嚴(yan)重違法(fa)(fa)(fa)(fa)行(xing)為(wei)處罰(fa)力(li)度,實(shi)行(xing)懲罰(fa)性賠償(chang)制度,嚴(yan)格刑事(shi)責任追(zhui)究(jiu)。加(jia)(jia)大全(quan)民(min)普法(fa)(fa)(fa)(fa)工(gong)作力(li)度,增(zeng)強(qiang)全(quan)民(min)法(fa)(fa)(fa)(fa)治(zhi)(zhi)觀念,完善公(gong)共法(fa)(fa)(fa)(fa)律服務體系(xi),夯(hang)實(shi)依法(fa)(fa)(fa)(fa)治(zhi)(zhi)國群眾基(ji)礎。各級黨和國家機關(guan)以及領(ling)導干(gan)部要帶(dai)頭尊法(fa)(fa)(fa)(fa)學(xue)法(fa)(fa)(fa)(fa)守(shou)法(fa)(fa)(fa)(fa)用法(fa)(fa)(fa)(fa),提高(gao)運(yun)用法(fa)(fa)(fa)(fa)治(zhi)(zhi)思維和法(fa)(fa)(fa)(fa)治(zhi)(zhi)方式深(shen)化改革、推(tui)動發展、化解矛盾(dun)、維護(hu)穩定、應(ying)對(dui)風險的(de)能力(li)。

五、堅持和完善中國特色社會主義行政體制,構建職責明確、依法行政的政府治理體系

國(guo)家(jia)行(xing)政管理承擔著按(an)照黨和國(guo)家(jia)決策(ce)部署推動經濟社(she)會發展、管理社(she)會事務(wu)、服(fu)務(wu)人(ren)(ren)民群(qun)眾的重大職責。必須堅持一(yi)切行(xing)政機關為人(ren)(ren)民服(fu)務(wu)、對人(ren)(ren)民負責、受人(ren)(ren)民監督(du),創新行(xing)政方(fang)式,提高行(xing)政效能,建設人(ren)(ren)民滿意的服(fu)務(wu)型政府。

(一)完善國(guo)家行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)制。以(yi)推(tui)(tui)進(jin)國(guo)家機構職(zhi)能(neng)優(you)化(hua)(hua)協同(tong)高效為著力(li)(li)點,優(you)化(hua)(hua)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)決策、行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)行(xing)(xing)、行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)組織、行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)監(jian)督體(ti)制。健全(quan)(quan)部門協調配合(he)(he)機制,防止政(zheng)(zheng)(zheng)(zheng)(zheng)出多門、政(zheng)(zheng)(zheng)(zheng)(zheng)策效應相互抵消。深化(hua)(hua)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)體(ti)制改(gai)革(ge),最大限度減少不必要的行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)事項。進(jin)一步整合(he)(he)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)隊伍,繼(ji)續探索實行(xing)(xing)跨領域(yu)跨部門綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa),推(tui)(tui)動(dong)執(zhi)(zhi)(zhi)法(fa)(fa)重(zhong)心(xin)下移(yi),提高行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)能(neng)力(li)(li)水平。落實行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)責(ze)(ze)任制和責(ze)(ze)任追究制度。創(chuang)新行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)管理和服(fu)務方式,加快推(tui)(tui)進(jin)全(quan)(quan)國(guo)一體(ti)化(hua)(hua)政(zheng)(zheng)(zheng)(zheng)(zheng)務服(fu)務平臺建設,健全(quan)(quan)強有(you)力(li)(li)的行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)行(xing)(xing)系統(tong),提高政(zheng)(zheng)(zheng)(zheng)(zheng)府執(zhi)(zhi)(zhi)行(xing)(xing)力(li)(li)和公信力(li)(li)。

(二)優化(hua)(hua)政(zheng)(zheng)府(fu)(fu)職責(ze)體(ti)系(xi)。完(wan)(wan)善(shan)政(zheng)(zheng)府(fu)(fu)經濟調(diao)節、市(shi)場(chang)監管(guan)、社(she)(she)會管(guan)理、公共(gong)(gong)服(fu)務、生態環境(jing)保護(hu)等職能,實行政(zheng)(zheng)府(fu)(fu)權責(ze)清單(dan)制(zhi)(zhi)(zhi)(zhi)度(du)(du),厘清政(zheng)(zheng)府(fu)(fu)和(he)(he)(he)市(shi)場(chang)、政(zheng)(zheng)府(fu)(fu)和(he)(he)(he)社(she)(she)會關系(xi)。深入推(tui)(tui)進(jin)(jin)簡(jian)政(zheng)(zheng)放權、放管(guan)結合、優化(hua)(hua)服(fu)務,深化(hua)(hua)行政(zheng)(zheng)審批制(zhi)(zhi)(zhi)(zhi)度(du)(du)改(gai)革,改(gai)善(shan)營商環境(jing),激發各(ge)類市(shi)場(chang)主體(ti)活力。健全以國(guo)家(jia)發展(zhan)(zhan)規(gui)(gui)(gui)劃(hua)為(wei)戰(zhan)略導向(xiang),以財政(zheng)(zheng)政(zheng)(zheng)策(ce)和(he)(he)(he)貨幣(bi)政(zheng)(zheng)策(ce)為(wei)主要手段,就業、產業、投資(zi)、消費、區域等政(zheng)(zheng)策(ce)協同發力的宏觀調(diao)控制(zhi)(zhi)(zhi)(zhi)度(du)(du)體(ti)系(xi)。完(wan)(wan)善(shan)國(guo)家(jia)重大發展(zhan)(zhan)戰(zhan)略和(he)(he)(he)中長(chang)期經濟社(she)(she)會發展(zhan)(zhan)規(gui)(gui)(gui)劃(hua)制(zhi)(zhi)(zhi)(zhi)度(du)(du)。完(wan)(wan)善(shan)標準科學、規(gui)(gui)(gui)范透明、約束有(you)力的預算(suan)制(zhi)(zhi)(zhi)(zhi)度(du)(du)。建設(she)現代中央(yang)銀行制(zhi)(zhi)(zhi)(zhi)度(du)(du),完(wan)(wan)善(shan)基礎(chu)貨幣(bi)投放機制(zhi)(zhi)(zhi)(zhi),健全基準利(li)率和(he)(he)(he)市(shi)場(chang)化(hua)(hua)利(li)率體(ti)系(xi)。嚴格市(shi)場(chang)監管(guan)、質量監管(guan)、安全監管(guan),加強違法(fa)懲戒。完(wan)(wan)善(shan)公共(gong)(gong)服(fu)務體(ti)系(xi),推(tui)(tui)進(jin)(jin)基本公共(gong)(gong)服(fu)務均等化(hua)(hua)、可及性(xing)。建立健全運用互聯網、大數(shu)(shu)據、人(ren)(ren)工智能等技術手段進(jin)(jin)行行政(zheng)(zheng)管(guan)理的制(zhi)(zhi)(zhi)(zhi)度(du)(du)規(gui)(gui)(gui)則。推(tui)(tui)進(jin)(jin)數(shu)(shu)字政(zheng)(zheng)府(fu)(fu)建設(she),加強數(shu)(shu)據有(you)序共(gong)(gong)享(xiang),依法(fa)保護(hu)個人(ren)(ren)信息。

(三)優(you)化政(zheng)(zheng)府(fu)(fu)組(zu)織結構(gou)。推進(jin)機構(gou)、職(zhi)(zhi)能(neng)、權限、程序(xu)、責任法定化,使政(zheng)(zheng)府(fu)(fu)機構(gou)設置更(geng)加(jia)科(ke)學(xue)、職(zhi)(zhi)能(neng)更(geng)加(jia)優(you)化、權責更(geng)加(jia)協同。嚴格機構(gou)編制管(guan)理(li),統(tong)籌利用行(xing)政(zheng)(zheng)管(guan)理(li)資源,節約行(xing)政(zheng)(zheng)成(cheng)本。優(you)化行(xing)政(zheng)(zheng)區(qu)劃設置,提高中心城(cheng)市(shi)和城(cheng)市(shi)群綜合承載(zai)和資源優(you)化配(pei)置能(neng)力,實行(xing)扁平化管(guan)理(li),形成(cheng)高效率組(zu)織體系。

(四)健全充分發揮中(zhong)央(yang)(yang)和(he)地(di)(di)方(fang)(fang)兩個積極性(xing)體制(zhi)(zhi)機制(zhi)(zhi)。理順(shun)(shun)中(zhong)央(yang)(yang)和(he)地(di)(di)方(fang)(fang)權(quan)(quan)責(ze)關系(xi),加強中(zhong)央(yang)(yang)宏觀事務管(guan)理,維護(hu)(hu)國家法制(zhi)(zhi)統(tong)一(yi)、政(zheng)(zheng)令(ling)統(tong)一(yi)、市場統(tong)一(yi)。適當加強中(zhong)央(yang)(yang)在知識產(chan)權(quan)(quan)保護(hu)(hu)、養老保險、跨(kua)區域(yu)生態環境保護(hu)(hu)等方(fang)(fang)面事權(quan)(quan),減少并規(gui)范(fan)中(zhong)央(yang)(yang)和(he)地(di)(di)方(fang)(fang)共同(tong)事權(quan)(quan)。賦予地(di)(di)方(fang)(fang)更多(duo)自主權(quan)(quan),支(zhi)持(chi)地(di)(di)方(fang)(fang)創造性(xing)開展工作。按照權(quan)(quan)責(ze)一(yi)致原則,規(gui)范(fan)垂(chui)直(zhi)管(guan)理體制(zhi)(zhi)和(he)地(di)(di)方(fang)(fang)分級管(guan)理體制(zhi)(zhi)。優(you)化政(zheng)(zheng)府(fu)間事權(quan)(quan)和(he)財(cai)(cai)(cai)權(quan)(quan)劃(hua)分,建立(li)權(quan)(quan)責(ze)清(qing)(qing)晰(xi)(xi)、財(cai)(cai)(cai)力(li)協調、區域(yu)均衡的(de)(de)(de)中(zhong)央(yang)(yang)和(he)地(di)(di)方(fang)(fang)財(cai)(cai)(cai)政(zheng)(zheng)關系(xi),形成穩定的(de)(de)(de)各級政(zheng)(zheng)府(fu)事權(quan)(quan)、支(zhi)出責(ze)任和(he)財(cai)(cai)(cai)力(li)相適應的(de)(de)(de)制(zhi)(zhi)度。構建從中(zhong)央(yang)(yang)到地(di)(di)方(fang)(fang)權(quan)(quan)責(ze)清(qing)(qing)晰(xi)(xi)、運行順(shun)(shun)暢(chang)、充滿活力(li)的(de)(de)(de)工作體系(xi)。

六、堅持和完善社會主義基本經濟制度,推動經濟高質量發展

公(gong)有制為主(zhu)(zhu)體(ti)、多種(zhong)所有制經濟(ji)(ji)共同發(fa)展(zhan),按勞分配(pei)(pei)為主(zhu)(zhu)體(ti)、多種(zhong)分配(pei)(pei)方式(shi)并存,社(she)(she)會(hui)主(zhu)(zhu)義市場經濟(ji)(ji)體(ti)制等社(she)(she)會(hui)主(zhu)(zhu)義基本經濟(ji)(ji)制度,既體(ti)現了社(she)(she)會(hui)主(zhu)(zhu)義制度優越性,又同我國社(she)(she)會(hui)主(zhu)(zhu)義初級階(jie)段社(she)(she)會(hui)生(sheng)產力發(fa)展(zhan)水平相適應(ying),是黨(dang)和(he)人民的偉(wei)大創(chuang)造(zao)。必(bi)須(xu)堅持社(she)(she)會(hui)主(zhu)(zhu)義基本經濟(ji)(ji)制度,充分發(fa)揮(hui)市場在資(zi)源配(pei)(pei)置中的決定性作(zuo)用(yong)(yong),更(geng)好發(fa)揮(hui)政府作(zuo)用(yong)(yong),全面(mian)貫徹新發(fa)展(zhan)理(li)念,堅持以供給側結構(gou)性改革(ge)為主(zhu)(zhu)線,加(jia)快建設現代化(hua)經濟(ji)(ji)體(ti)系。

(四(si))強化提(ti)高人民健(jian)(jian)(jian)(jian)康水平的(de)制(zhi)度(du)保(bao)障。堅持(chi)關(guan)注生(sheng)(sheng)(sheng)命全(quan)(quan)周期、健(jian)(jian)(jian)(jian)康全(quan)(quan)過程,完善國民健(jian)(jian)(jian)(jian)康政策,讓廣大(da)人民群眾享有公平可及、系統連續的(de)健(jian)(jian)(jian)(jian)康服(fu)務(wu)。深(shen)化醫藥(yao)衛(wei)生(sheng)(sheng)(sheng)體(ti)制(zhi)改(gai)革(ge),健(jian)(jian)(jian)(jian)全(quan)(quan)基本醫療(liao)衛(wei)生(sheng)(sheng)(sheng)制(zhi)度(du),提(ti)高公共(gong)衛(wei)生(sheng)(sheng)(sheng)服(fu)務(wu)、醫療(liao)服(fu)務(wu)、醫療(liao)保(bao)障、藥(yao)品(pin)供應(ying)保(bao)障水平。加快現(xian)代醫院管理(li)制(zhi)度(du)改(gai)革(ge)。堅持(chi)以基層為(wei)重(zhong)(zhong)點、預防(fang)為(wei)主(zhu)、防(fang)治結合(he)、中西醫并重(zhong)(zhong)。加強公共(gong)衛(wei)生(sheng)(sheng)(sheng)防(fang)疫和重(zhong)(zhong)大(da)傳染(ran)病防(fang)控,健(jian)(jian)(jian)(jian)全(quan)(quan)重(zhong)(zhong)特大(da)疾(ji)病醫療(liao)保(bao)險和救助(zhu)制(zhi)度(du)。優(you)化生(sheng)(sheng)(sheng)育政策,提(ti)高人口質量。積極應(ying)對人口老齡化,加快建(jian)設居家社區機構(gou)相協(xie)調(diao)、醫養康養相結合(he)的(de)養老服(fu)務(wu)體(ti)系。聚焦增強人民體(ti)質,健(jian)(jian)(jian)(jian)全(quan)(quan)促進全(quan)(quan)民健(jian)(jian)(jian)(jian)身制(zhi)度(du)性舉(ju)措。

九、堅持和完善共建共治共享的社會治理制度,保持社會穩定、維護國家安全

社(she)會(hui)(hui)治(zhi)(zhi)理是(shi)國(guo)家(jia)治(zhi)(zhi)理的(de)重要(yao)方(fang)面(mian)。必須(xu)加(jia)強(qiang)和創新社(she)會(hui)(hui)治(zhi)(zhi)理,完善黨委領導、政府負責、民主協(xie)商(shang)、社(she)會(hui)(hui)協(xie)同、公眾參與(yu)、法(fa)治(zhi)(zhi)保障、科技支(zhi)撐的(de)社(she)會(hui)(hui)治(zhi)(zhi)理體(ti)系,建(jian)設(she)人(ren)人(ren)有責、人(ren)人(ren)盡責、人(ren)人(ren)享有的(de)社(she)會(hui)(hui)治(zhi)(zhi)理共同體(ti),確保人(ren)民安(an)(an)居(ju)樂業、社(she)會(hui)(hui)安(an)(an)定有序,建(jian)設(she)更(geng)高水平的(de)平安(an)(an)中國(guo)。

(一)完(wan)(wan)善正確處理新形勢下(xia)人民(min)內部(bu)矛(mao)盾(dun)有效機制(zhi)(zhi)(zhi)。堅持和發展新時代“楓(feng)橋(qiao)經驗”,暢(chang)通和規范群眾訴求(qiu)表達、利益協調(diao)、權(quan)益保(bao)障通道,完(wan)(wan)善信(xin)訪制(zhi)(zhi)(zhi)度,完(wan)(wan)善人民(min)調(diao)解(jie)、行政調(diao)解(jie)、司法調(diao)解(jie)聯動工作(zuo)體(ti)系,健全社會心理服務體(ti)系和危機干預機制(zhi)(zhi)(zhi),完(wan)(wan)善社會矛(mao)盾(dun)糾(jiu)紛多元預防調(diao)處化(hua)解(jie)綜合機制(zhi)(zhi)(zhi),努力將矛(mao)盾(dun)化(hua)解(jie)在基層。

(二)完善社(she)會治(zhi)(zhi)安(an)(an)防(fang)控(kong)體(ti)系。堅持(chi)專群結合、群防(fang)群治(zhi)(zhi),提高社(she)會治(zhi)(zhi)安(an)(an)立(li)體(ti)化、法治(zhi)(zhi)化、專業化、智能化水平,形成問題聯(lian)(lian)治(zhi)(zhi)、工作聯(lian)(lian)動、平安(an)(an)聯(lian)(lian)創的工作機制,提高預測預警預防(fang)各類風險能力,增(zeng)強社(she)會治(zhi)(zhi)安(an)(an)防(fang)控(kong)的整體(ti)性(xing)、協(xie)同性(xing)、精準(zhun)性(xing)。

(三)健全公(gong)共安(an)(an)(an)全體制機制。完善和落實安(an)(an)(an)全生(sheng)產責任和管理(li)制度(du),建立(li)公(gong)共安(an)(an)(an)全隱(yin)患排(pai)查(cha)和安(an)(an)(an)全預(yu)防控(kong)制體系。構建統一指揮、專常兼備、反應靈(ling)敏、上下聯(lian)動(dong)的應急(ji)管理(li)體制,優化國(guo)家應急(ji)管理(li)能力體系建設(she),提(ti)高防災減災救災能力。加強(qiang)和改進食品藥品安(an)(an)(an)全監管制度(du),保障人民身體健康和生(sheng)命安(an)(an)(an)全。

(四(si))構(gou)建基層(ceng)(ceng)社(she)會(hui)(hui)治理(li)(li)(li)新格局。完(wan)善群眾參(can)與基層(ceng)(ceng)社(she)會(hui)(hui)治理(li)(li)(li)的(de)制度化(hua)渠道。健全黨組織領導的(de)自治、法治、德治相結(jie)合的(de)城鄉(xiang)基層(ceng)(ceng)治理(li)(li)(li)體系,健全社(she)區管理(li)(li)(li)和(he)(he)服務(wu)(wu)機制,推行網格化(hua)管理(li)(li)(li)和(he)(he)服務(wu)(wu),發揮(hui)群團組織、社(she)會(hui)(hui)組織作(zuo)用,發揮(hui)行業協會(hui)(hui)商會(hui)(hui)自律(lv)功能,實(shi)現政府(fu)治理(li)(li)(li)和(he)(he)社(she)會(hui)(hui)調節(jie)、居民自治良性互動,夯(hang)實(shi)基層(ceng)(ceng)社(she)會(hui)(hui)治理(li)(li)(li)基礎。加快(kuai)推進(jin)(jin)市域(yu)社(she)會(hui)(hui)治理(li)(li)(li)現代化(hua)。推動社(she)會(hui)(hui)治理(li)(li)(li)和(he)(he)服務(wu)(wu)重心向基層(ceng)(ceng)下(xia)移,把更多資源下(xia)沉到基層(ceng)(ceng),更好提供精準(zhun)化(hua)、精細化(hua)服務(wu)(wu)。注重發揮(hui)家(jia)庭家(jia)教家(jia)風在基層(ceng)(ceng)社(she)會(hui)(hui)治理(li)(li)(li)中(zhong)的(de)重要作(zuo)用。加強邊(bian)疆治理(li)(li)(li),推進(jin)(jin)興邊(bian)富(fu)民。

(五)完善國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)體(ti)系。堅(jian)持(chi)總體(ti)國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)觀,統籌發展和(he)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan),堅(jian)持(chi)人(ren)民安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)、政治(zhi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)、國(guo)(guo)(guo)家(jia)(jia)利益至上有機統一。以(yi)人(ren)民安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)為(wei)宗旨,以(yi)政治(zhi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)為(wei)根本,以(yi)經濟安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)為(wei)基(ji)礎,以(yi)軍(jun)事、科技、文化(hua)(hua)、社會(hui)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)為(wei)保(bao)障,健全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)體(ti)系,增強國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)能力(li)。完善集中統一、高效權威的國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)領(ling)導體(ti)制,健全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)法律制度體(ti)系。加強國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)人(ren)民防(fang)線建(jian)設,增強全(quan)(quan)(quan)(quan)民國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)意識(shi),建(jian)立健全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)風(feng)險(xian)研判、防(fang)控協(xie)同、防(fang)范化(hua)(hua)解機制。提高防(fang)范抵御國(guo)(guo)(guo)家(jia)(jia)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)風(feng)險(xian)能力(li),高度警(jing)惕、堅(jian)決(jue)防(fang)范和(he)嚴(yan)厲打擊敵對勢力(li)滲透、破壞、顛覆、分裂活(huo)動。

十、堅持和完善生態文明制度體系,促進人與自然和諧共生

生態文明建設是關系中華民族永續發(fa)展(zhan)的(de)千年大計。必須(xu)踐行綠水青山就是金山銀山的(de)理念,堅(jian)(jian)持節約資源和保護(hu)環境的(de)基本國(guo)策(ce),堅(jian)(jian)持節約優先、保護(hu)優先、自(zi)然(ran)恢復為主的(de)方針,堅(jian)(jian)定走生產發(fa)展(zhan)、生活富(fu)裕(yu)、生態良好的(de)文明發(fa)展(zhan)道(dao)路,建設美麗中國(guo)。

(一)實行最嚴格的(de)(de)(de)生(sheng)(sheng)(sheng)態環(huan)境保(bao)護(hu)制(zhi)(zhi)度(du)。堅(jian)持(chi)人與自(zi)然和(he)諧共生(sheng)(sheng)(sheng),堅(jian)守尊重自(zi)然、順應自(zi)然、保(bao)護(hu)自(zi)然,健全源(yuan)頭預防(fang)、過程(cheng)控制(zhi)(zhi)、損害賠償、責任追究的(de)(de)(de)生(sheng)(sheng)(sheng)態環(huan)境保(bao)護(hu)體(ti)系(xi)。加快建立健全國(guo)土空(kong)間(jian)規劃(hua)和(he)用(yong)途統籌(chou)協調(diao)管(guan)控制(zhi)(zhi)度(du),統籌(chou)劃(hua)定落(luo)實生(sheng)(sheng)(sheng)態保(bao)護(hu)紅線(xian)、永久基本(ben)農田、城鎮開發邊界等空(kong)間(jian)管(guan)控邊界以(yi)及各類海域保(bao)護(hu)線(xian),完(wan)善(shan)主體(ti)功(gong)能區制(zhi)(zhi)度(du)。完(wan)善(shan)綠(lv)色(se)生(sheng)(sheng)(sheng)產和(he)消費的(de)(de)(de)法律制(zhi)(zhi)度(du)和(he)政策導(dao)向,發展(zhan)綠(lv)色(se)金(jin)融,推(tui)進市場導(dao)向的(de)(de)(de)綠(lv)色(se)技術創新(xin),更加自(zi)覺地推(tui)動(dong)(dong)綠(lv)色(se)循(xun)環(huan)低碳發展(zhan)。構建以(yi)排污(wu)(wu)許可制(zhi)(zhi)為核心(xin)的(de)(de)(de)固定污(wu)(wu)染源(yuan)監管(guan)制(zhi)(zhi)度(du)體(ti)系(xi),完(wan)善(shan)污(wu)(wu)染防(fang)治(zhi)(zhi)區域聯(lian)動(dong)(dong)機制(zhi)(zhi)和(he)陸(lu)海統籌(chou)的(de)(de)(de)生(sheng)(sheng)(sheng)態環(huan)境治(zhi)(zhi)理體(ti)系(xi)。加強農業農村環(huan)境污(wu)(wu)染防(fang)治(zhi)(zhi)。完(wan)善(shan)生(sheng)(sheng)(sheng)態環(huan)境保(bao)護(hu)法律體(ti)系(xi)和(he)執法司法制(zhi)(zhi)度(du)。

(二(er))全(quan)(quan)面(mian)建立資(zi)源(yuan)(yuan)高(gao)(gao)效利用制(zhi)(zhi)(zhi)度(du)。推(tui)進自(zi)然(ran)資(zi)源(yuan)(yuan)統一確權登(deng)記(ji)法治化(hua)(hua)、規(gui)范化(hua)(hua)、標準化(hua)(hua)、信(xin)息化(hua)(hua),健(jian)全(quan)(quan)自(zi)然(ran)資(zi)源(yuan)(yuan)產權制(zhi)(zhi)(zhi)度(du),落實資(zi)源(yuan)(yuan)有償使用制(zhi)(zhi)(zhi)度(du),實行資(zi)源(yuan)(yuan)總量管理(li)和(he)全(quan)(quan)面(mian)節約(yue)(yue)制(zhi)(zhi)(zhi)度(du)。健(jian)全(quan)(quan)資(zi)源(yuan)(yuan)節約(yue)(yue)集約(yue)(yue)循環利用政策體(ti)系。普遍實行垃圾分類和(he)資(zi)源(yuan)(yuan)化(hua)(hua)利用制(zhi)(zhi)(zhi)度(du)。推(tui)進能(neng)源(yuan)(yuan)革(ge)命,構建清潔低碳、安(an)全(quan)(quan)高(gao)(gao)效的能(neng)源(yuan)(yuan)體(ti)系。健(jian)全(quan)(quan)海洋資(zi)源(yuan)(yuan)開發保護制(zhi)(zhi)(zhi)度(du)。加快(kuai)建立自(zi)然(ran)資(zi)源(yuan)(yuan)統一調查、評價、監測(ce)制(zhi)(zhi)(zhi)度(du),健(jian)全(quan)(quan)自(zi)然(ran)資(zi)源(yuan)(yuan)監管體(ti)制(zhi)(zhi)(zhi)。

十一、堅持和完善黨對人民軍隊的絕對領導制度,確保人民軍隊忠實履行新時代使命任務

人(ren)(ren)民(min)軍(jun)隊(dui)是中國特色(se)社(she)會主義的(de)堅(jian)強柱(zhu)石(shi),黨(dang)對人(ren)(ren)民(min)軍(jun)隊(dui)的(de)絕對領導(dao)是人(ren)(ren)民(min)軍(jun)隊(dui)的(de)建(jian)(jian)軍(jun)之本、強軍(jun)之魂。必須牢(lao)固確(que)立習近平強軍(jun)思想在國防(fang)(fang)和(he)(he)軍(jun)隊(dui)建(jian)(jian)設(she)中的(de)指導(dao)地位,鞏固和(he)(he)拓展深化(hua)國防(fang)(fang)和(he)(he)軍(jun)隊(dui)改革(ge)成(cheng)果,構建(jian)(jian)中國特色(se)社(she)會主義軍(jun)事政(zheng)策(ce)制度體系,全面推(tui)進(jin)國防(fang)(fang)和(he)(he)軍(jun)隊(dui)現代化(hua),確(que)保實(shi)現黨(dang)在新時(shi)代的(de)強軍(jun)目標,把(ba)人(ren)(ren)民(min)軍(jun)隊(dui)全面建(jian)(jian)成(cheng)世(shi)界一流軍(jun)隊(dui),永(yong)葆人(ren)(ren)民(min)軍(jun)隊(dui)的(de)性質、宗旨、本色(se)。

十二、堅持和完善“一國兩制”制度體系,推進祖國和平統一

(三)堅定推(tui)進祖(zu)國和平(ping)統(tong)一進程。解決臺(tai)(tai)(tai)灣問題(ti)、實現祖(zu)國完全統(tong)一,是(shi)全體中華(hua)兒女共同(tong)愿(yuan)望,是(shi)中華(hua)民族根本(ben)利益(yi)所(suo)在(zai)。推(tui)動(dong)兩(liang)岸就和平(ping)發(fa)展達成制度性(xing)安排。完善促進兩(liang)岸交流合作、深化兩(liang)岸融(rong)合發(fa)展、保障(zhang)臺(tai)(tai)(tai)灣同(tong)胞福祉的(de)制度安排和政(zheng)策措施,團(tuan)結(jie)廣大臺(tai)(tai)(tai)灣同(tong)胞共同(tong)反(fan)對“臺(tai)(tai)(tai)獨”、促進統(tong)一。在(zai)確保國家主權、安全、發(fa)展利益(yi)的(de)前提下,和平(ping)統(tong)一后,臺(tai)(tai)(tai)灣同(tong)胞的(de)社(she)會制度和生活(huo)方式將得(de)到充(chong)分(fen)尊重(zhong),臺(tai)(tai)(tai)灣同(tong)胞的(de)私人財(cai)產、宗(zong)教信仰、合法權益(yi)將得(de)到充(chong)分(fen)保障(zhang)。

十三、堅持和完善獨立自主的和平外交政策,推動構建人類命運共同體

推(tui)動黨(dang)和國(guo)(guo)家事業發展需(xu)要和平(ping)國(guo)(guo)際環(huan)境和良好(hao)外部條(tiao)件(jian)。必須統籌國(guo)(guo)內國(guo)(guo)際兩個大局,高舉和平(ping)、發展、合(he)作、共贏旗(qi)幟,堅定(ding)不移維護國(guo)(guo)家主權(quan)、安全、發展利益,堅定(ding)不移維護世界和平(ping)、促進共同發展。

(二)完(wan)善全方位外交布局。堅(jian)定不(bu)移走和(he)平(ping)(ping)發(fa)展(zhan)道路,堅(jian)持(chi)在和(he)平(ping)(ping)共(gong)處(chu)五項原則基礎上全面發(fa)展(zhan)同各(ge)國(guo)(guo)的(de)友好(hao)合作,堅(jian)持(chi)國(guo)(guo)家不(bu)分大小(xiao)、強弱、貧富一律平(ping)(ping)等,推動建設相互(hu)尊重、公平(ping)(ping)正義、合作共(gong)贏的(de)新(xin)型國(guo)(guo)際關系(xi)(xi),積極發(fa)展(zhan)全球伙伴(ban)關系(xi)(xi),維護(hu)全球戰略穩定,反對一切形式的(de)霸(ba)權(quan)主(zhu)義和(he)強權(quan)政治。堅(jian)持(chi)通過對話(hua)協商(shang)、以和(he)平(ping)(ping)手段解決國(guo)(guo)際爭端和(he)熱(re)點難點問題,反對動輒使用(yong)武力(li)或(huo)以武力(li)相威脅。堅(jian)持(chi)奉行防御性的(de)國(guo)(guo)防政策(ce),永(yong)遠(yuan)不(bu)稱霸(ba),永(yong)遠(yuan)不(bu)搞(gao)擴(kuo)張,永(yong)遠(yuan)做維護(hu)世界和(he)平(ping)(ping)的(de)堅(jian)定力(li)量。

(三)推(tui)(tui)進合作共(gong)贏(ying)的開放體系(xi)建設。堅持互利(li)共(gong)贏(ying)的開放戰略(lve),推(tui)(tui)動(dong)(dong)共(gong)建“一帶一路”高質量發展(zhan),維(wei)護(hu)完善多邊(bian)貿(mao)易體制,推(tui)(tui)動(dong)(dong)貿(mao)易和投資自(zi)由(you)化便利(li)化,推(tui)(tui)動(dong)(dong)構建面向(xiang)全(quan)(quan)(quan)球(qiu)的高標(biao)準自(zi)由(you)貿(mao)易區(qu)網絡(luo),支持廣(guang)大(da)發展(zhan)中國家提(ti)高自(zi)主(zhu)發展(zhan)能力,推(tui)(tui)動(dong)(dong)解決全(quan)(quan)(quan)球(qiu)發展(zhan)失(shi)衡、數字(zi)鴻溝等(deng)問題,推(tui)(tui)動(dong)(dong)建設開放型世界經濟。健全(quan)(quan)(quan)對外開放安全(quan)(quan)(quan)保(bao)障體系(xi)。構建海外利(li)益(yi)保(bao)護(hu)和風(feng)險預(yu)警防范體系(xi),完善領(ling)事保(bao)護(hu)工作機(ji)制,維(wei)護(hu)海外同(tong)胞安全(quan)(quan)(quan)和正當(dang)權益(yi),保(bao)障重大(da)項目和人員機(ji)構安全(quan)(quan)(quan)。

(四)積極參與全(quan)球治(zhi)(zhi)(zhi)(zhi)理(li)體系改革(ge)和建(jian)設。高舉構(gou)建(jian)人(ren)類(lei)命運共(gong)(gong)同(tong)體旗幟,秉持共(gong)(gong)商共(gong)(gong)建(jian)共(gong)(gong)享的全(quan)球治(zhi)(zhi)(zhi)(zhi)理(li)觀,倡導多(duo)邊主義(yi)和國(guo)際關系民主化(hua)(hua),推動(dong)全(quan)球經(jing)濟治(zhi)(zhi)(zhi)(zhi)理(li)機制變(bian)(bian)革(ge)。推動(dong)在共(gong)(gong)同(tong)但有區別的責任、公平、各自能力等(deng)原則基礎(chu)上開展應對氣候變(bian)(bian)化(hua)(hua)國(guo)際合(he)作。維(wei)護聯合(he)國(guo)在全(quan)球治(zhi)(zhi)(zhi)(zhi)理(li)中的核心地位,支持上海合(he)作組織、金(jin)磚國(guo)家(jia)、二十國(guo)集團等(deng)平臺機制化(hua)(hua)建(jian)設,推動(dong)構(gou)建(jian)更加公正(zheng)合(he)理(li)的國(guo)際治(zhi)(zhi)(zhi)(zhi)理(li)體系。

十四、堅持和完善黨和國家監督體系,強化對權力運行的制約和監督

黨和(he)國(guo)家(jia)監(jian)督體系是黨在長(chang)期執政條件下(xia)實(shi)現自(zi)我(wo)(wo)凈(jing)化、自(zi)我(wo)(wo)完善、自(zi)我(wo)(wo)革(ge)新、自(zi)我(wo)(wo)提高(gao)的重(zhong)要(yao)制(zhi)度保障。必(bi)須健全(quan)黨統一(yi)領導、全(quan)面覆蓋(gai)、權威高(gao)效的監(jian)督體系,增強監(jian)督嚴肅性(xing)、協同(tong)性(xing)、有效性(xing),形成決策科學、執行堅決、監(jian)督有力(li)的權力(li)運行機制(zhi),確保黨和(he)人(ren)民賦(fu)予(yu)的權力(li)始終用(yong)來為(wei)人(ren)民謀幸福。

(二(er))完善權(quan)(quan)(quan)(quan)(quan)力(li)配置和運行(xing)(xing)制(zhi)(zhi)約機制(zhi)(zhi)。堅持(chi)權(quan)(quan)(quan)(quan)(quan)責法定(ding),健全分事(shi)行(xing)(xing)權(quan)(quan)(quan)(quan)(quan)、分崗設權(quan)(quan)(quan)(quan)(quan)、分級授權(quan)(quan)(quan)(quan)(quan)、定(ding)期(qi)輪崗制(zhi)(zhi)度(du),明晰權(quan)(quan)(quan)(quan)(quan)力(li)邊界,規范工作流(liu)程,強化權(quan)(quan)(quan)(quan)(quan)力(li)制(zhi)(zhi)約。堅持(chi)權(quan)(quan)(quan)(quan)(quan)責透明,推動用權(quan)(quan)(quan)(quan)(quan)公(gong)(gong)開(kai),完善黨務、政務、司法和各領域辦事(shi)公(gong)(gong)開(kai)制(zhi)(zhi)度(du),建立權(quan)(quan)(quan)(quan)(quan)力(li)運行(xing)(xing)可(ke)(ke)查詢(xun)、可(ke)(ke)追溯的反饋(kui)機制(zhi)(zhi)。堅持(chi)權(quan)(quan)(quan)(quan)(quan)責統一,盯緊權(quan)(quan)(quan)(quan)(quan)力(li)運行(xing)(xing)各個環節,完善發現(xian)問題、糾正偏差、精(jing)準問責有效機制(zhi)(zhi),壓減權(quan)(quan)(quan)(quan)(quan)力(li)設租(zu)尋(xun)租(zu)空間。

(三(san))構建一體推進不(bu)敢腐(fu)(fu)(fu)、不(bu)能腐(fu)(fu)(fu)、不(bu)想腐(fu)(fu)(fu)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)。堅定不(bu)移推進反(fan)腐(fu)(fu)(fu)敗(bai)斗爭,堅決(jue)查處政(zheng)治(zhi)問題和經濟問題交織的腐(fu)(fu)(fu)敗(bai)案(an)件,堅決(jue)斬斷“圍獵”和甘于被“圍獵”的利益鏈,堅決(jue)破(po)除(chu)權錢交易的關系(xi)網。深化標本兼(jian)治(zhi),推動(dong)審(shen)批監管、執(zhi)法(fa)司(si)法(fa)、工(gong)程建設、資源開(kai)發、金融信貸、公共資源交易、公共財政(zheng)支出等重(zhong)點領(ling)域監督機制(zhi)(zhi)(zhi)改革和制(zhi)(zhi)(zhi)度(du)建設,推進反(fan)腐(fu)(fu)(fu)敗(bai)國家立法(fa),促進反(fan)腐(fu)(fu)(fu)敗(bai)國際合作,加(jia)強思(si)想道德和黨紀國法(fa)教育,鞏固和發展反(fan)腐(fu)(fu)(fu)敗(bai)斗爭壓倒(dao)性勝利。

十五、加強黨對堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現代化的領導

堅持和(he)完善中國(guo)特(te)色社會(hui)主義(yi)制(zhi)度、推進國(guo)家治理體系和(he)治理能力現(xian)代(dai)化,是全(quan)黨(dang)的一項重大戰略(lve)任務。必須(xu)在黨(dang)中央統一領導下(xia)進行,科學謀(mou)劃、精心組織,遠近結合、整體推進,確保本次全(quan)會(hui)所確定的各項目標任務全(quan)面落實到位。

制(zhi)度的生(sheng)命力在于(yu)執行(xing)。各級黨委(wei)和政府以(yi)及各級領(ling)導干部要切實強化制(zhi)度意識,帶頭維護(hu)制(zhi)度權威,做(zuo)制(zhi)度執行(xing)的表率(lv),帶動全黨全社會自覺尊(zun)崇制(zhi)度、嚴格執行(xing)制(zhi)度、堅(jian)決(jue)維護(hu)制(zhi)度。健(jian)全權威高效(xiao)的制(zhi)度執行(xing)機制(zhi),加強對(dui)制(zhi)度執行(xing)的監督(du),堅(jian)決(jue)杜絕做(zuo)選擇、搞變通(tong)、打折扣(kou)的現象。

加(jia)強制(zhi)度(du)理論研究和(he)宣(xuan)傳(chuan)(chuan)教育(yu),引導全黨全社(she)(she)會(hui)(hui)充(chong)分認(ren)識中國(guo)(guo)(guo)(guo)(guo)(guo)特色社(she)(she)會(hui)(hui)主(zhu)義(yi)制(zhi)度(du)的(de)本質(zhi)特征和(he)優(you)越(yue)性,堅(jian)定制(zhi)度(du)自信。教育(yu)引導廣(guang)大干部群眾認(ren)識到,中國(guo)(guo)(guo)(guo)(guo)(guo)特色社(she)(she)會(hui)(hui)主(zhu)義(yi)制(zhi)度(du)和(he)國(guo)(guo)(guo)(guo)(guo)(guo)家(jia)治理體系(xi)(xi)經(jing)過長期(qi)實(shi)踐(jian)檢(jian)驗(yan),來(lai)之不易(yi),必須(xu)倍加(jia)珍惜;完善和(he)發(fa)展(zhan)我國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)家(jia)制(zhi)度(du)和(he)治理體系(xi)(xi),必須(xu)堅(jian)持從(cong)國(guo)(guo)(guo)(guo)(guo)(guo)情(qing)出發(fa)、從(cong)實(shi)際出發(fa),既把握(wo)長期(qi)形成的(de)歷(li)史傳(chuan)(chuan)承,又把握(wo)黨和(he)人民在我國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)家(jia)制(zhi)度(du)建設和(he)國(guo)(guo)(guo)(guo)(guo)(guo)家(jia)治理方(fang)面(mian)走(zou)過的(de)道(dao)路(lu)(lu)、積(ji)累的(de)經(jing)驗(yan)、形成的(de)原則(ze),不能照抄照搬(ban)他(ta)國(guo)(guo)(guo)(guo)(guo)(guo)制(zhi)度(du)模式,既不走(zou)封閉僵化的(de)老路(lu)(lu),也不走(zou)改旗易(yi)幟(zhi)的(de)邪路(lu)(lu),堅(jian)定不移走(zou)中國(guo)(guo)(guo)(guo)(guo)(guo)特色社(she)(she)會(hui)(hui)主(zhu)義(yi)道(dao)路(lu)(lu)。

把(ba)(ba)提高(gao)治理(li)能力(li)(li)作(zuo)為新時代干(gan)部隊伍建設的(de)重(zhong)大(da)任務(wu)。通過(guo)加(jia)強思想淬煉、政(zheng)(zheng)治歷(li)練(lian)、實(shi)踐鍛(duan)煉、專業訓(xun)練(lian),推(tui)動廣大(da)干(gan)部嚴格按照(zhao)制度履行職責(ze)、行使權力(li)(li)、開展工(gong)作(zuo),提高(gao)推(tui)進(jin)“五位(wei)一體”總體布(bu)局(ju)和“四個全面”戰(zhan)略布(bu)局(ju)等各(ge)項工(gong)作(zuo)能力(li)(li)和水(shui)平。堅持(chi)黨管干(gan)部原則,落實(shi)好干(gan)部標準,樹立正確用人(ren)(ren)導向,把(ba)(ba)制度執(zhi)行力(li)(li)和治理(li)能力(li)(li)作(zuo)為干(gan)部選(xuan)拔任用、考核評價的(de)重(zhong)要(yao)依據(ju)。尊(zun)(zun)重(zhong)知識(shi)、尊(zun)(zun)重(zhong)人(ren)(ren)才,加(jia)快人(ren)(ren)才制度和政(zheng)(zheng)策創新,支(zhi)持(chi)各(ge)類人(ren)(ren)才為推(tui)進(jin)國家(jia)治理(li)體系和治理(li)能力(li)(li)現代化貢獻(xian)智(zhi)慧和力(li)(li)量。
