“十四五”現代綜合交通運(yun)輸體(ti)系發展規劃(hua)
交(jiao)通運輸是國民經濟(ji)中具有基礎性(xing)、先導性(xing)、戰略性(xing)的(de)(de)產業(ye),是重要(yao)(yao)(yao)的(de)(de)服務(wu)性(xing)行業(ye)和現(xian)代(dai)化(hua)經濟(ji)體(ti)系(xi)的(de)(de)重要(yao)(yao)(yao)組成部(bu)分,是構建新(xin)發展格局(ju)的(de)(de)重要(yao)(yao)(yao)支撐和服務(wu)人民美好(hao)生活、促進(jin)共同富裕的(de)(de)堅實保障。為加快建設交(jiao)通強(qiang)國,構建現(xian)代(dai)綜(zong)合交(jiao)通運輸體(ti)系(xi),根據(ju)《中華人民共和國國民經濟(ji)和社(she)會發展第十四(si)個五(wu)年(nian)規劃和2035年(nian)遠景(jing)目標(biao)綱要(yao)(yao)(yao)》、《交(jiao)通強(qiang)國建設綱要(yao)(yao)(yao)》、《國家綜(zong)合立體(ti)交(jiao)通網規劃綱要(yao)(yao)(yao)》,制定(ding)本規劃。
第一(yi)章 發(fa)展環境
“十三五”時期(qi),我國綜合交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)運(yun)(yun)輸體(ti)系建(jian)(jian)(jian)設取得(de)了(le)歷史性成(cheng)就,基本能(neng)夠(gou)適應(ying)經濟社會(hui)發展要(yao)(yao)求,人民獲得(de)感(gan)和(he)滿意度(du)明顯提(ti)升(sheng),為取得(de)脫貧(pin)攻堅(jian)全面勝利(li)、實(shi)(shi)現(xian)第一(yi)個百(bai)年(nian)奮斗目標提(ti)供了(le)基礎(chu)保障,在(zai)應(ying)對新(xin)冠肺炎疫情、加(jia)強交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)運(yun)(yun)輸保障、促(cu)進(jin)復(fu)工復(fu)產等(deng)方面發揮了(le)重要(yao)(yao)作用(yong)。五年(nian)里,我國交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)運(yun)(yun)輸基礎(chu)設施網絡(luo)日趨完善,綜合交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)網絡(luo)總里程突破600萬(wan)(wan)公(gong)里,“十縱(zong)十橫”綜合運(yun)(yun)輸大(da)(da)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)道基本貫通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong),高(gao)速鐵(tie)(tie)路(lu)運(yun)(yun)營里程翻(fan)一(yi)番、對百(bai)萬(wan)(wan)人口(kou)(kou)以上(shang)城(cheng)(cheng)市覆蓋率超(chao)(chao)過(guo)95%,高(gao)速公(gong)路(lu)對20萬(wan)(wan)人口(kou)(kou)以上(shang)城(cheng)(cheng)市覆蓋率超(chao)(chao)過(guo)98%,民用(yong)運(yun)(yun)輸機場覆蓋92%左右(you)的地級市,超(chao)(chao)大(da)(da)特大(da)(da)城(cheng)(cheng)市軌道交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)加(jia)快(kuai)(kuai)(kuai)成(cheng)網,港珠(zhu)澳大(da)(da)橋(qiao)、北京大(da)(da)興國際機場、上(shang)海洋山港自動(dong)化(hua)碼(ma)(ma)頭、京張(zhang)高(gao)速鐵(tie)(tie)路(lu)等(deng)超(chao)(chao)大(da)(da)型交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)工程建(jian)(jian)(jian)成(cheng)投(tou)運(yun)(yun)。戰略支撐能(neng)力(li)不(bu)斷(duan)增(zeng)(zeng)強,中歐班(ban)列開行列數快(kuai)(kuai)(kuai)速增(zeng)(zeng)長(chang),京津冀一(yi)體(ti)化(hua)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)網、長(chang)江經濟帶綜合立體(ti)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)走(zou)廊加(jia)快(kuai)(kuai)(kuai)建(jian)(jian)(jian)設,交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)扶貧(pin)百(bai)項骨(gu)干通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)道基本建(jian)(jian)(jian)成(cheng),新(xin)建(jian)(jian)(jian)、改建(jian)(jian)(jian)農(nong)村公(gong)路(lu)超(chao)(chao)過(guo)147萬(wan)(wan)公(gong)里,新(xin)增(zeng)(zeng)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)建(jian)(jian)(jian)制村超(chao)(chao)過(guo)3.3萬(wan)(wan)個,具備條(tiao)件的鄉鎮和(he)建(jian)(jian)(jian)制村全部(bu)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)硬化(hua)路(lu)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che),快(kuai)(kuai)(kuai)遞(di)網點(dian)基本覆蓋全部(bu)鄉鎮,建(jian)(jian)(jian)制村實(shi)(shi)現(xian)直接通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)郵。運(yun)(yun)輸服務(wu)質量(liang)持(chi)續提(ti)升(sheng),旅客(ke)(ke)高(gao)品質出行比例不(bu)斷(duan)提(ti)高(gao),航班(ban)正常(chang)率大(da)(da)幅(fu)上(shang)升(sheng),集(ji)裝(zhuang)箱(xiang)鐵(tie)(tie)水(shui)(shui)聯運(yun)(yun)量(liang)年(nian)均增(zeng)(zeng)長(chang)超(chao)(chao)過(guo)20%,快(kuai)(kuai)(kuai)遞(di)業務(wu)量(liang)翻(fan)兩(liang)番、穩居世界(jie)第一(yi)。新(xin)技術(shu)(shu)新(xin)業態(tai)蓬勃發展,具有完全自主知(zhi)識產權的全系列復(fu)興號動(dong)車(che)(che)組上(shang)線運(yun)(yun)行,C919客(ke)(ke)機成(cheng)功試飛,ARJ21支線客(ke)(ke)機規模化(hua)運(yun)(yun)營,跨海橋(qiao)隧、深水(shui)(shui)航道、自動(dong)化(hua)碼(ma)(ma)頭等(deng)成(cheng)套技術(shu)(shu)水(shui)(shui)平(ping)躋(ji)身世界(jie)前列,船(chuan)舶(bo)(bo)建(jian)(jian)(jian)造(zao)水(shui)(shui)平(ping)持(chi)續提(ti)升(sheng),網約車(che)(che)、共(gong)享單車(che)(che)、網絡(luo)貨運(yun)(yun)平(ping)臺等(deng)新(xin)業態(tai)快(kuai)(kuai)(kuai)速發展、治理能(neng)力(li)不(bu)斷(duan)增(zeng)(zeng)強。“放(fang)管服”改革持(chi)續深化(hua),鐵(tie)(tie)路(lu)、空域(yu)、油(you)氣管網等(deng)領域(yu)重點(dian)改革任務(wu)扎實(shi)(shi)推進(jin),高(gao)速公(gong)路(lu)省(sheng)界(jie)收費站全面取消,交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)物流降本增(zeng)(zeng)效成(cheng)效顯著。綠(lv)色交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)、平(ping)安交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)建(jian)(jian)(jian)設穩步推進(jin),新(xin)能(neng)源(yuan)汽(qi)車(che)(che)占全球總量(liang)一(yi)半以上(shang),營運(yun)(yun)貨車(che)(che)、營運(yun)(yun)船(chuan)舶(bo)(bo)二(er)氧化(hua)碳排放(fang)強度(du)分別下降8.4%和(he)7.1%左右(you),民航、鐵(tie)(tie)路(lu)安全水(shui)(shui)平(ping)保持(chi)世界(jie)領先,道路(lu)運(yun)(yun)輸重大(da)(da)事故(gu)數量(liang)和(he)死亡人數分別下降75%和(he)69%左右(you)。
與(yu)此同時,我國綜合交(jiao)通(tong)運(yun)輸(shu)(shu)發(fa)展(zhan)(zhan)不(bu)平衡(heng)、不(bu)充分問題仍然突(tu)出。綜合交(jiao)通(tong)網(wang)絡布局不(bu)夠均衡(heng)、結構不(bu)盡合理(li)、銜(xian)接不(bu)夠順暢,重點城(cheng)市(shi)群(qun)、都市(shi)圈的城(cheng)際和(he)市(shi)域(yu)(郊(jiao))鐵路存在較明顯短板。貨物多式聯運(yun)、旅客聯程聯運(yun)比重偏低(di),定(ding)制(zhi)(zhi)(zhi)化(hua)、個性(xing)化(hua)、專業化(hua)運(yun)輸(shu)(shu)服務(wu)產品(pin)供給與(yu)快(kuai)速增(zeng)長的需(xu)求(qiu)不(bu)匹配。智能交(jiao)通(tong)技術應用深度(du)和(he)廣(guang)度(du)有待拓展(zhan)(zhan),部分關鍵核(he)心產品(pin)和(he)技術自(zi)主(zhu)創新能力(li)(li)不(bu)強。交(jiao)通(tong)運(yun)輸(shu)(shu)安全形勢仍然嚴(yan)峻,產業鏈(lian)供應鏈(lian)保障能力(li)(li)不(bu)足。綠色低(di)碳發(fa)展(zhan)(zhan)任務(wu)艱巨,清潔能源推廣(guang)應用仍需(xu)加快(kuai)。綜合交(jiao)通(tong)運(yun)輸(shu)(shu)管(guan)理(li)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)有待健全完善,制(zhi)(zhi)(zhi)約要(yao)素自(zi)由流動的體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)障礙依然存在。
“十四五”時(shi)期,我國(guo)(guo)(guo)綜(zong)合(he)(he)交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)面臨的形勢更加復雜多變(bian)(bian)。從國(guo)(guo)(guo)際看(kan),當今世界正(zheng)經(jing)(jing)歷(li)百年未有之(zhi)大(da)變(bian)(bian)局,新(xin)(xin)一(yi)輪科技(ji)革(ge)命和產(chan)業(ye)變(bian)(bian)革(ge)深(shen)入(ru)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan),新(xin)(xin)冠(guan)肺(fei)炎疫情沖(chong)擊(ji)全(quan)(quan)(quan)球(qiu)產(chan)業(ye)鏈供(gong)應(ying)鏈和國(guo)(guo)(guo)際物流體(ti)系(xi),經(jing)(jing)濟全(quan)(quan)(quan)球(qiu)化(hua)(hua)遭遇逆(ni)流。從國(guo)(guo)(guo)內看(kan),我國(guo)(guo)(guo)開(kai)啟全(quan)(quan)(quan)面建(jian)設社(she)(she)會(hui)主義現(xian)代化(hua)(hua)國(guo)(guo)(guo)家的新(xin)(xin)征程(cheng),區(qu)域經(jing)(jing)濟布(bu)局、國(guo)(guo)(guo)土開(kai)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)保(bao)護(hu)格(ge)局、人(ren)口結構分布(bu)、消費需求特征、要素供(gong)給模(mo)式等(deng)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)生(sheng)深(shen)刻變(bian)(bian)化(hua)(hua),對綜(zong)合(he)(he)交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)體(ti)系(xi)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)提(ti)(ti)出新(xin)(xin)要求,交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)行業(ye)進(jin)(jin)入(ru)完善設施網絡(luo)、精準補齊短板的關鍵期,促(cu)進(jin)(jin)一(yi)體(ti)融(rong)合(he)(he)、提(ti)(ti)升(sheng)服務(wu)質(zhi)效(xiao)的機(ji)遇期,深(shen)化(hua)(hua)改革(ge)創新(xin)(xin)、轉(zhuan)(zhuan)變(bian)(bian)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)方式的攻堅(jian)期。要適應(ying)國(guo)(guo)(guo)土空間開(kai)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)保(bao)護(hu)、新(xin)(xin)型城(cheng)鎮化(hua)(hua)建(jian)設、全(quan)(quan)(quan)面推(tui)(tui)進(jin)(jin)鄉(xiang)村(cun)振(zhen)興(xing)的要求,優化(hua)(hua)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)布(bu)局,強(qiang)化(hua)(hua)銜接融(rong)合(he)(he),因地制宜完善區(qu)域城(cheng)鄉(xiang)綜(zong)合(he)(he)交(jiao)(jiao)通(tong)(tong)網絡(luo);要堅(jian)持以創新(xin)(xin)為核(he)心,增(zeng)強(qiang)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)動力(li)(li),推(tui)(tui)動新(xin)(xin)科技(ji)賦能提(ti)(ti)升(sheng)交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)質(zhi)量效(xiao)率;要增(zeng)強(qiang)綜(zong)合(he)(he)交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)體(ti)系(xi)韌(ren)性,調整發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)模(mo)式,將綠色發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)理(li)念、低碳發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)要求貫(guan)穿發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)全(quan)(quan)(quan)過程(cheng),提(ti)(ti)高自身運(yun)行安全(quan)(quan)(quan)水(shui)平和對國(guo)(guo)(guo)家戰略安全(quan)(quan)(quan)的保(bao)障能力(li)(li);要將滿(man)足(zu)人(ren)民對美好生(sheng)活(huo)的向往、促(cu)進(jin)(jin)共同富裕作為著(zhu)力(li)(li)點,轉(zhuan)(zhuan)變(bian)(bian)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)路徑,促(cu)進(jin)(jin)建(jian)管養運(yun)并(bing)重、設施服務(wu)均(jun)衡協同、交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)與經(jing)(jing)濟社(she)(she)會(hui)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)深(shen)度融(rong)合(he)(he),以全(quan)(quan)(quan)方位轉(zhuan)(zhuan)型推(tui)(tui)動交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)(shu)(shu)高質(zhi)量發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)。
第二章 總(zong)體要求(qiu)
第(di)一節 指導思想

第(di)二節 基本原則(ze)
服(fu)(fu)務大局,當(dang)好先鋒(feng)。堅(jian)持人(ren)民交通為(wei)人(ren)民,充分發揮交通作為(wei)中國(guo)現代化開(kai)路先鋒(feng)的作用,不(bu)斷(duan)增強對(dui)經濟社會發展(zhan)全局和(he)國(guo)家重大戰略的保(bao)障能(neng)力,有效支撐引領區域協調發展(zhan)、鄉村振興和(he)新(xin)型(xing)城鎮化,提(ti)供能(neng)夠(gou)更好滿足人(ren)民群(qun)眾需要的交通運輸服(fu)(fu)務。
系統推(tui)進(jin)(jin),銜接融(rong)合(he)。堅(jian)持系統觀念(nian),合(he)理確定(ding)交(jiao)通(tong)(tong)運(yun)輸基(ji)礎設(she)施網絡規模、技術標準、建設(she)時(shi)序,補齊(qi)西部(bu)地區路網空白,優化網絡結構功能,科學合(he)理挖掘既有設(she)施潛(qian)力,精準補齊(qi)聯通(tong)(tong)銜接短板(ban),提(ti)升運(yun)輸資源配置效率,促進(jin)(jin)跨領域(yu)、跨區域(yu)、跨行(xing)業協調融(rong)合(he)發展(zhan)。
創新驅動(dong),深化(hua)改革。注重新科技深度賦能(neng)(neng)應用(yong),提(ti)升交(jiao)通(tong)(tong)運(yun)(yun)輸數字化(hua)智(zhi)能(neng)(neng)化(hua)發展(zhan)水平,破(po)除(chu)制(zhi)約交(jiao)通(tong)(tong)運(yun)(yun)輸高質量發展(zhan)的(de)體制(zhi)機制(zhi)障(zhang)礙,推動(dong)交(jiao)通(tong)(tong)運(yun)(yun)輸市場統一開(kai)放、有序競爭,促進交(jiao)通(tong)(tong)運(yun)(yun)輸提(ti)效能(neng)(neng)、擴功能(neng)(neng)、增動(dong)能(neng)(neng)。
綠色轉型(xing),安全(quan)發展。落實(shi)碳(tan)(tan)達峰(feng)、碳(tan)(tan)中和(he)目標要求,貫(guan)徹(che)總體國家安全(quan)觀,強(qiang)(qiang)化資源要素節(jie)約集約利用,推動交(jiao)通運輸綠色低(di)碳(tan)(tan)轉型(xing),加(jia)強(qiang)(qiang)運行安全(quan)和(he)應(ying)急處置能力建設,提升國際互聯互通和(he)運輸保(bao)障(zhang)水平(ping),保(bao)障(zhang)產業鏈供應(ying)鏈安全(quan)。
第三(san)節 發展目標(biao)
到2025年,綜合交通(tong)運輸基本實現一體化融合發(fa)展,智能(neng)化、綠色化取得實質性(xing)突破,綜合能(neng)力、服務(wu)品質、運行效率和整體效益(yi)顯著提升,交通(tong)運輸發(fa)展向世(shi)界一流水平邁進(jin)。

打造綜合(he)交(jiao)通(tong)樞紐(niu)(niu)(niu)集(ji)(ji)群(qun)。建設京(jing)津冀、長(chang)三角、粵(yue)港澳大灣區、成渝地(di)區雙城經(jing)濟圈等國(guo)際(ji)性綜合(he)交(jiao)通(tong)樞紐(niu)(niu)(niu)集(ji)(ji)群(qun),提(ti)升全(quan)球互(hu)聯互(hu)通(tong)水(shui)平(ping)和輻射能級。培(pei)育一批輻射區域、連通(tong)全(quan)國(guo)的綜合(he)交(jiao)通(tong)樞紐(niu)(niu)(niu)集(ji)(ji)群(qun),合(he)理組織集(ji)(ji)群(qun)服務網絡(luo),提(ti)高集(ji)(ji)群(qun)內樞紐(niu)(niu)(niu)城市(shi)協同效(xiao)率。

完善綜(zong)(zong)合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu)系統。優(you)化(hua)客運(yun)(yun)場站(zhan)和(he)城(cheng)市公共交通樞(shu)紐(niu)(niu)布局(ju),鼓勵同站(zhan)布設(she)(she),加強(qiang)與城(cheng)市交通系統有(you)效銜(xian)接(jie)。對(dui)換(huan)(huan)乘(cheng)(cheng)(cheng)潛在需求大的(de)綜(zong)(zong)合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu),做好銜(xian)接(jie)通道(dao)用地和(he)空間預留。推(tui)動新建綜(zong)(zong)合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu)布局(ju)立體換(huan)(huan)乘(cheng)(cheng)(cheng)設(she)(she)施(shi)(shi),鼓勵同臺換(huan)(huan)乘(cheng)(cheng)(cheng),實施(shi)(shi)既有(you)樞(shu)紐(niu)(niu)換(huan)(huan)乘(cheng)(cheng)(cheng)設(she)(she)施(shi)(shi)便捷(jie)化(hua)改造,推(tui)動主要(yao)運(yun)(yun)輸方(fang)式間便捷(jie)換(huan)(huan)乘(cheng)(cheng)(cheng)。整(zheng)合(he)(he)(he)接(jie)入綜(zong)(zong)合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu)的(de)不同運(yun)(yun)輸方(fang)式信(xin)息資源,加強(qiang)數據、時(shi)刻、運(yun)(yun)力等對(dui)接(jie)。促(cu)進綜(zong)(zong)合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu)站(zhan)城(cheng)融合(he)(he)(he),探索建立樞(shu)紐(niu)(niu)開(kai)發利益共享機制,推(tui)動樞(shu)紐(niu)(niu)與周邊區域統一規劃、綜(zong)(zong)合(he)(he)(he)開(kai)發,加強(qiang)開(kai)發時(shi)序協調、服務功能共享。
建(jian)設(she)綜合(he)貨(huo)運(yun)(yun)(yun)樞紐系統(tong)。優先利用現有(you)物(wu)流園(yuan)區以(yi)及貨(huo)運(yun)(yun)(yun)場站等(deng)設(she)施(shi),規劃建(jian)設(she)多種運(yun)(yun)(yun)輸方式高效融(rong)合(he)的(de)綜合(he)貨(huo)運(yun)(yun)(yun)樞紐,引導冷鏈物(wu)流、郵政(zheng)快(kuai)遞、分(fen)撥配送等(deng)功能設(she)施(shi)集中布局。完善貨(huo)運(yun)(yun)(yun)樞紐的(de)集疏運(yun)(yun)(yun)鐵路(lu)、公路(lu)網(wang)絡,加快(kuai)建(jian)設(she)多式聯(lian)運(yun)(yun)(yun)設(she)施(shi),推進口岸換(huan)裝轉運(yun)(yun)(yun)設(she)施(shi)擴能改造。實施(shi)郵政(zheng)快(kuai)遞樞紐能力(li)提升工(gong)程,加強郵政(zheng)普遍服(fu)務和快(kuai)遞處理(li)中心等(deng)設(she)施(shi)建(jian)設(she),與鐵路(lu)、公路(lu)、民航等(deng)樞紐加強統(tong)籌(chou)。推進120個(ge)左(zuo)右國家物(wu)流樞紐建(jian)設(she)。
第三節(jie) 優化綜合立體交通網絡(luo)
構建(jian)以(yi)(yi)高(gao)速鐵(tie)路、國(guo)(guo)家高(gao)速公路、民(min)用航空等(deng)為(wei)(wei)主體的快速網(wang),完善以(yi)(yi)普速鐵(tie)路、普通國(guo)(guo)省道(dao)、港口航道(dao)等(deng)為(wei)(wei)主體的干(gan)線網(wang),提高(gao)基礎(chu)網(wang)保障能力。
建(jian)設(she)(she)(she)現代化鐵(tie)(tie)路(lu)(lu)網。堅持(chi)客(ke)貨(huo)并(bing)重、新(xin)建(jian)改(gai)(gai)建(jian)并(bing)舉(ju)、高(gao)(gao)速(su)(su)(su)普(pu)速(su)(su)(su)協(xie)調發(fa)展,加(jia)快普(pu)速(su)(su)(su)鐵(tie)(tie)路(lu)(lu)建(jian)設(she)(she)(she)和(he)既(ji)有鐵(tie)(tie)路(lu)(lu)擴能改(gai)(gai)造,著力消除干線瓶頸(jing),推(tui)進既(ji)有鐵(tie)(tie)路(lu)(lu)運能緊張路(lu)(lu)段(duan)能力補強,加(jia)快提(ti)高(gao)(gao)中(zhong)西部地(di)區(qu)(qu)(qu)鐵(tie)(tie)路(lu)(lu)網覆蓋(gai)水平。加(jia)強資源富集區(qu)(qu)(qu)、人口相(xiang)對密(mi)集脫貧地(di)區(qu)(qu)(qu)的開發(fa)性鐵(tie)(tie)路(lu)(lu)和(he)支線鐵(tie)(tie)路(lu)(lu)建(jian)設(she)(she)(she)。推(tui)進高(gao)(gao)速(su)(su)(su)鐵(tie)(tie)路(lu)(lu)主通(tong)道(dao)建(jian)設(she)(she)(she),提(ti)升(sheng)沿江、沿海、呼南、京(jing)(jing)昆等重要(yao)通(tong)道(dao)以及京(jing)(jing)滬(hu)高(gao)(gao)鐵(tie)(tie)輔(fu)助通(tong)道(dao)運輸能力,有序建(jian)設(she)(she)(she)區(qu)(qu)(qu)域連接(jie)線。綜合運用新(xin)技(ji)術手段(duan),改(gai)(gai)革創(chuang)新(xin)經營管理模式,提(ti)高(gao)(gao)鐵(tie)(tie)路(lu)(lu)網整體運營效率(lv)。統(tong)籌考慮運輸需求和(he)效益,合理規劃建(jian)設(she)(she)(she)鐵(tie)(tie)路(lu)(lu)項目,嚴控(kong)高(gao)(gao)速(su)(su)(su)鐵(tie)(tie)路(lu)(lu)平行(xing)線路(lu)(lu)建(jian)設(she)(she)(she)。

第五章 推進(jin)城市(shi)群(qun)和都(dou)市(shi)圈(quan)交通(tong)現代化
深入推(tui)進(jin)以人為核心的新型(xing)城(cheng)(cheng)鎮化,分層分類完善交通網絡,加強互(hu)聯互(hu)通和一體銜接,促進(jin)城(cheng)(cheng)市(shi)(shi)群、都(dou)市(shi)(shi)圈和城(cheng)(cheng)市(shi)(shi)內交通運輸協同運行,推(tui)動(dong)城(cheng)(cheng)市(shi)(shi)群和都(dou)市(shi)(shi)圈交通運輸率先(xian)實現現代化,提升城(cheng)(cheng)鎮化發展質(zhi)量。
第一(yi)節 建設(she)城市群一(yi)體化交通網(wang)
強化重點(dian)城(cheng)(cheng)(cheng)市(shi)(shi)群城(cheng)(cheng)(cheng)際(ji)(ji)交通(tong)建設(she)。圍(wei)繞京津冀、長三角、粵港澳(ao)大灣(wan)區、成(cheng)渝、長江中游等城(cheng)(cheng)(cheng)市(shi)(shi)群,以軌(gui)道交通(tong)、高速公路(lu)(lu)為骨(gu)干,提升城(cheng)(cheng)(cheng)際(ji)(ji)運輸通(tong)道功能,加(jia)(jia)強核心城(cheng)(cheng)(cheng)市(shi)(shi)快(kuai)速直連,構(gou)建多節點(dian)、網絡化的城(cheng)(cheng)(cheng)際(ji)(ji)交通(tong)網,實現城(cheng)(cheng)(cheng)市(shi)(shi)群內主要城(cheng)(cheng)(cheng)市(shi)(shi)間2小時通(tong)達(da)。整體推(tui)進京津冀、長三角、粵港澳(ao)大灣(wan)區城(cheng)(cheng)(cheng)際(ji)(ji)鐵(tie)(tie)路(lu)(lu)和(he)市(shi)(shi)域(郊)鐵(tie)(tie)路(lu)(lu)建設(she),有(you)序推(tui)動成(cheng)渝地區雙城(cheng)(cheng)(cheng)經濟圈城(cheng)(cheng)(cheng)際(ji)(ji)鐵(tie)(tie)路(lu)(lu)和(he)市(shi)(shi)域(郊)鐵(tie)(tie)路(lu)(lu)建設(she),加(jia)(jia)強與高速鐵(tie)(tie)路(lu)(lu)、普速鐵(tie)(tie)路(lu)(lu)一體銜(xian)接,擴大對5萬人口以上城(cheng)(cheng)(cheng)鎮的有(you)效覆(fu)蓋。
有(you)(you)序推進其(qi)他城(cheng)(cheng)市(shi)群城(cheng)(cheng)際(ji)交(jiao)通建(jian)設。提(ti)升山東半島、粵(yue)閩(min)浙沿海、中原、關中平(ping)原、北部灣等城(cheng)(cheng)市(shi)群內的(de)城(cheng)(cheng)際(ji)主(zhu)通道(dao)功能,推進哈爾濱—長春、遼中南(nan)、山西中部、黔中、滇(dian)中、呼包鄂榆、蘭州—西寧、寧夏沿黃、天(tian)山北坡(po)等城(cheng)(cheng)市(shi)群內的(de)城(cheng)(cheng)際(ji)主(zhu)通道(dao)建(jian)設。建(jian)設有(you)(you)效銜接大中小(xiao)城(cheng)(cheng)市(shi)和小(xiao)城(cheng)(cheng)鎮的(de)多層次快速交(jiao)通網絡,積極推進利用既有(you)(you)鐵路富余(yu)運力開行城(cheng)(cheng)際(ji)列(lie)車。
第二節(jie) 構建都市圈(quan)通(tong)勤交(jiao)通(tong)網
打造(zao)軌(gui)道(dao)(dao)上的都(dou)市(shi)圈。建設都(dou)市(shi)圈多層次軌(gui)道(dao)(dao)交通(tong)網(wang)絡,推(tui)進干線鐵(tie)(tie)(tie)(tie)(tie)路(lu)(lu)(lu)、城(cheng)際鐵(tie)(tie)(tie)(tie)(tie)路(lu)(lu)(lu)、市(shi)域(yu)(郊)鐵(tie)(tie)(tie)(tie)(tie)路(lu)(lu)(lu)、城(cheng)市(shi)軌(gui)道(dao)(dao)交通(tong)融合(he)銜(xian)接,合(he)理(li)推(tui)動軌(gui)道(dao)(dao)交通(tong)跨(kua)線運(yun)營。積極利(li)用干線鐵(tie)(tie)(tie)(tie)(tie)路(lu)(lu)(lu)、城(cheng)際鐵(tie)(tie)(tie)(tie)(tie)路(lu)(lu)(lu)提(ti)供通(tong)勤服務,充分利(li)用既有鐵(tie)(tie)(tie)(tie)(tie)路(lu)(lu)(lu)富余運(yun)力開行市(shi)域(yu)(郊)列車(che),增加列車(che)停站數量(liang)和在重(zhong)要客流集散地(di)的停站頻(pin)率,鼓勵高峰(feng)時段(duan)公交化運(yun)營,提(ti)高通(tong)勤服務質量(liang)。探(tan)索將重(zhong)點(dian)都(dou)市(shi)圈中心城(cheng)區軌(gui)道(dao)(dao)交通(tong)以合(he)理(li)制式適當向周(zhou)邊城(cheng)市(shi)(鎮)延(yan)伸。
完善多層(ceng)次道(dao)(dao)路(lu)交(jiao)(jiao)通網。合理加密快速路(lu)通道(dao)(dao),因地制宜(yi)規(gui)劃建設都市(shi)圈環線和城(cheng)(cheng)市(shi)繞城(cheng)(cheng)環線。科學布局建設加油加氣站、公(gong)交(jiao)(jiao)場站、停車設施。積極推動城(cheng)(cheng)市(shi)公(gong)交(jiao)(jiao)線路(lu)向周邊城(cheng)(cheng)鎮、功能節點延伸,鼓(gu)勵都市(shi)圈內毗鄰(lin)城(cheng)(cheng)市(shi)(鎮)開行公(gong)交(jiao)(jiao),開展(zhan)客運班(ban)線公(gong)交(jiao)(jiao)化改造(zao)。
第三節 打造城市現代交通(tong)系統
完善(shan)城(cheng)(cheng)市(shi)(shi)交(jiao)(jiao)(jiao)通(tong)(tong)基(ji)礎(chu)設施。科學(xue)規劃(hua)建設城(cheng)(cheng)市(shi)(shi)綜合交(jiao)(jiao)(jiao)通(tong)(tong)系統(tong),加(jia)(jia)快發展(zhan)快速干線交(jiao)(jiao)(jiao)通(tong)(tong)、生活性集散交(jiao)(jiao)(jiao)通(tong)(tong)、綠色慢(man)行交(jiao)(jiao)(jiao)通(tong)(tong),實現順暢銜接(jie)。加(jia)(jia)強大(da)城(cheng)(cheng)市(shi)(shi)微循環(huan)和(he)(he)支路(lu)(lu)網建設,優化(hua)(hua)快速、主(zhu)干、次干、支路(lu)(lu)比例,加(jia)(jia)快城(cheng)(cheng)市(shi)(shi)支路(lu)(lu)街巷建設改(gai)造和(he)(he)畸形(xing)交(jiao)(jiao)(jiao)叉(cha)口(kou)改(gai)造,分類分區優化(hua)(hua)停(ting)車(che)設施供給,提(ti)高(gao)(gao)停(ting)車(che)資(zi)(zi)源利用(yong)效率和(he)(he)精(jing)細化(hua)(hua)服務水平(ping),加(jia)(jia)強資(zi)(zi)源共(gong)享和(he)(he)錯時(shi)開(kai)放(fang)。合理提(ti)高(gao)(gao)中小(xiao)城(cheng)(cheng)市(shi)(shi)路(lu)(lu)網密度,用(yong)好用(yong)足停(ting)車(che)資(zi)(zi)源,適(shi)度增加(jia)(jia)停(ting)車(che)設施,規范(fan)停(ting)車(che)秩序。補齊縣(xian)城(cheng)(cheng)、縣(xian)級(ji)市(shi)(shi)、特(te)大(da)鎮的城(cheng)(cheng)市(shi)(shi)道路(lu)(lu)和(he)(he)公(gong)路(lu)(lu)客(ke)運站(zhan)(zhan)(zhan)設施等短(duan)板,穩步推進老舊(jiu)小(xiao)區、醫院、學(xue)校、商業(ye)聚集區等區域(yu)公(gong)共(gong)停(ting)車(che)設施建設,適(shi)度增加(jia)(jia)靈活便捷的道路(lu)(lu)班車(che)配客(ke)站(zhan)(zhan)(zhan)點(dian)。建設安全、連續(xu)、舒適(shi)的城(cheng)(cheng)市(shi)(shi)慢(man)行交(jiao)(jiao)(jiao)通(tong)(tong)系統(tong),提(ti)高(gao)(gao)非(fei)機(ji)動車(che)道和(he)(he)步道的連續(xu)性、通(tong)(tong)暢性,在(zai)商業(ye)辦公(gong)區域(yu)、公(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)(tong)站(zhan)(zhan)(zhan)點(dian)、旅游(you)景區等場所增加(jia)(jia)非(fei)機(ji)動車(che)停(ting)放(fang)設施,改(gai)善(shan)行人過街設施條件。

圍繞(rao)一(yi)(yi)(yi)流設(she)(she)施、一(yi)(yi)(yi)流技(ji)術(shu)、一(yi)(yi)(yi)流管理、一(yi)(yi)(yi)流服(fu)務(wu),在跨區域綜合(he)運(yun)輸(shu)大(da)通(tong)道資源優化(hua)(hua)配置、交通(tong)運(yun)輸(shu)領域新基建(jian)、國(guo)際(ji)性綜合(he)交通(tong)樞紐集群、城市群和城鄉交通(tong)一(yi)(yi)(yi)體化(hua)(hua)、“四好(hao)農村(cun)路(lu)”高質(zhi)量發展、交通(tong)旅游融合(he)發展、設(she)(she)施設(she)(she)備(bei)服(fu)務(wu)管理標準化(hua)(hua)、投(tou)融資體制改革和模式(shi)創新、國(guo)際(ji)物流供應(ying)鏈(lian)建(jian)設(she)(she)、綠色低(di)碳交通(tong)發展等(deng)方面,有序推(tui)進交通(tong)強國(guo)建(jian)設(she)(she)試(shi)點(dian)(dian)示(shi)范(fan),建(jian)立(li)健(jian)全(quan)試(shi)點(dian)(dian)成果總結和系統推(tui)廣機制,依(yi)托車購稅(shui)等(deng)資金加大(da)對試(shi)點(dian)(dian)示(shi)范(fan)項目的支(zhi)持力度。
第四節 強化要(yao)素保障
加(jia)強資(zi)金政策保障,安排政府投(tou)資(zi)積極支持交通基礎設施建(jian)設,將符合(he)條件(jian)的項目納入地(di)(di)方政府債(zhai)券支持范圍。加(jia)大養護(hu)資(zi)金投(tou)入,充(chong)分引(yin)導多(duo)元化資(zi)本參(can)與交通運輸(shu)發(fa)展,形成建(jian)養并重(zhong)、可持續的資(zi)金投(tou)入機制。探索(suo)樞紐土地(di)(di)綜合(he)開發(fa)等(deng)多(duo)樣化支持政策。完善跨部門、跨區域重(zhong)大項目協同推進(jin)機制。用好跨區域補充(chong)耕地(di)(di)統籌機制,強化重(zhong)點項目用地(di)(di)、用海、用能等(deng)資(zi)源要素保障,做好資(zi)源要素預留和供應。
第(di)五(wu)節 做好督促指導
建立健全(quan)交(jiao)通運(yun)輸領(ling)域重(zhong)大規(gui)(gui)劃(hua)(hua)、重(zhong)大政策、重(zhong)大工程評估(gu)制度,按要求開(kai)(kai)展重(zhong)大決策社(she)會(hui)穩定風險評估(gu)。加強(qiang)規(gui)(gui)劃(hua)(hua)實(shi)施(shi)事(shi)(shi)中事(shi)(shi)后(hou)監管和動(dong)態(tai)(tai)監測分析,適時(shi)開(kai)(kai)展中期評估(gu)和建設項目(mu)后(hou)評估(gu),督促(cu)指導(dao)規(gui)(gui)劃(hua)(hua)落實(shi),必要時(shi)動(dong)態(tai)(tai)調整,確保規(gui)(gui)劃(hua)(hua)落地見(jian)效。
